Od 1 lipca 2013 r. w Unii Europejskiej obowiązuje Rozporządzenie Parlamentu Europejskiego i Rady (UE) nr 305/2011 z dnia 9 marca 2011 r. zwane w skrócie CPR od ang. Construction Products Regulation. Opisuje ono wymagania stawiane producentom wszelkich wyrobów budowlanych, które muszą spełnić, aby móc wprowadzić je na rynek. Podstawowym wymaganiem jest wprowadzenie w zakładzie wewnętrznej kontroli procesu produkcyjnego, prowadzonej w ramach procedur opisanych i wdrożonych przez producenta, czyli tzw. systemu Zakładowej Kontroli Produkcji. Wdrożenie w zakładzie produkcyjnym  systemu ZKP realizuje się w oparciu o zharmonizowane normy europejskie (znakowanie CE) lub normy krajowe (znak budowlany B).
